A Puppet Master is a side quest in Emerald Graves in Dragon Age 3: Inquisition. It initiates after completion of A Vicious Thug, A Fallen Sister, A Corrupt General, and A Deluded Chevalier quests.
Inquisition agents have lured Carroll, the red Templar responsible for manipulating the Freemen of the Dales, to the Lion's Pavilion in the Emerald Graves. It's time ti finish this.
