The Iron Bull. You first meet Krem in
Haven, and a dialogue with him will unlock the
War Table operation
Scout the Storm Coast.
Once you have completed the operation you may travel to The Storm Coast and recruit Iron Bull, at which point Krem will be available for dialogue in Haven, near the stables.
Upon arriving at Skyhold speak to Krem in the tavern & ask him how you can use the chargers, this will open up a new war table quest
