Way of the Artificer is a Specialization quest of Dragon Age 3: Inquisition. It initiates by speaking with Three-Eyes in the Skyhold courtyard after completing the Specializations for the Inquisitor War Table Operation. You must collect 20 Obsidian and 3 Alpha Quillback Spine from the 3 locations listed below. They are NOT random drops, but instead drop from 3 specific enemies. Once you've collected the above materials you must craft Tools at an "Inspect Requisitions" bench.
Construct the proper tools, study the methods to use them, and Three-Eyes will reveal the secret of the trap-laying Artificer specialization. Alpha quillback spines are only found at: 1 is in Nazaire's Pass, 1 is in The Canyons, and 1 is in Old Prison Road in The Western Approach. Readings can be found among the belongings of Varric or, if those are unavailable, among the wares of the book merchant in Val Royeaux.
